Kulkoff started his art studies in K. Joon’s and I. Dudin’s private art school. In 1907 started his studies in Moscow’s Art Industrial School, where his tutors were N. Kassatkin, A. Arhipov, K. Korovin, L. Pasternak and others. He graduated in 1912. In 1914 he received the title of the first degree artist. Kulkof participated in Moscow’s salon exhibitions.
During World War II Kulkof served in the army in Finland, in 1918 travelled to Estonia where he continued as a professional artist. He was the member of many Estonian artists organizations and participated in exhibitions.
